Engineering History

Tighe & Bond was founded in 1911 by James Tighe, well-respected for his role in developing the water supply, distribution and treatment system for the rapidly growing city of Holyoke, Massachusetts, called the finest system in New England.>In 1926, he formed a partnership with former Holyoke City Engineer Philip Bond, who added expertise in municipal engineering.

Over the years, Tighe & Bond has evolved to specialize in environmental engineering and consulting, focusing on water, wastewater, solid waste and hazardous waste, while continuing to provide expert civil engineering services. Known for designing innovative strategies for water systems, residuals management and remediation, the firm has provided consulting services to a wide variety of government, institutional and industrial clients across the region.

Water Resources

Tighe & Bond provides many communities with comprehensive engineering services to ensure residents an adequate supply of quality drinking water, in compliance with federal and state regulations. We assess existing supplies with hydrogeologic or hydrologic studies and water rate and cost of service studies.We plan, permit and design treatment, storage and distribution systems.<>Conducting pilot plant treatability studies, we determine system effectiveness for new supplies and existing supplies that can be improved through the use of new water treatment technologies. Tighe & Bond also assists cities and towns by negotiating water treatment or purchase agreements with other communities, assisting with permitting, researching and accessing all available funding opportunities.

Wastewater

Tighe & Bond designs efficient, cost-effective wastewater treatment systems to achieve compliance with federal, state and local regulations.Our projects range from small industrial pretreatment systems to large municipal treatment facilities.For many cities and towns, we have prepared detailed facilities plans and permit applications, assisted in obtaining funding, completed detailed design of collection, pumping and treatment facilities, and provided construction oversight and startup services.  The firm designs and builds turnkey systems, and provides consulting services which include plans and specifications, bidding and construction supervision, startup oversight, operator training and permitting.

Solid Waste

Well-engineered solid waste management plans are necessary for communities to deal with rising disposal costs and increasing environmental regulation. Tighe& Bond develops comprehensive, innovative strategies to help communities plan for current and future solid waste disposal needs, including transfer stations and procurement of transportation and disposal contracts. Volume reduction tactics, such as post-consumer recycling and composting, are an integral part of our plans.We engineer new landfills and expansions of existing landfills from initial surveys and hydrogeologic studies through construction, and provide operation assistance. Closure plans include cap design and landfill gas venting and treatment systems, as well as environmental monitoring systems.Our team of experts handles permitting, oversees construction and any ongoing monitoring required.

Environmental, Health and Safety Services

Tighe & Bond's environmental expertise spans many disciplines, and allows us to deliver invaluable services to our clients.With environmental engineers and scientists, Massachusetts Licensed Site Professionals, Connecticut Licensed Environmental Professionals, certified industrial hygienists and certified safety professionals on staff, we provide expert advice to help organizations and communities comply with complex, changing federal and state regulations and avoid costly penalties and fines.We conduct audits to evaluate current compliance status and work with clients to develop comprehensive environmental management systems tailored to minimize regulatory risk. We also address our clients’ remediation needs, assessing sites for potential contamination and designing innovative, cost-effective solutions for remediation of groundwater and soil. The firm provides emergency response and due diligence, and consults on projects from Brownfields to underground storage tanks.>We also design and build turnkey remediation systems, and are often called upon to provide expert testimony and litigation support.

Parking

Tighe & Bond's Hunnicutt Davis Associates division has consulted on parking needs for a long list of public and private clients, including major airports, hospitals, universities and shopping centers.Our designs for multilevel parking structures and surface lots ensure good access and circulation for cars and pedestrians. We also conduct parking demand analyses and financial feasibility studies, evaluate and design revenue control systems, and develop management, operation and regulation procedures.

Traffic

The firm provides experienced traffic engineering services to corporate, institutional and municipal clients as well as commercial developers.Our traffic impact studies include estimates of traffic generation, approach distribution and street assignment, selection of entrance and exit locations and traffic operations requirements. We deliver traffic signal designs with plans and specifications. We serve as public agency liaisons, and are frequently called upon to provide expert testimony.

Site Development and Civil Engineering

For close to a hundred years, Tighe & Bond has engineered the infrastructure of countless cities and towns around New England. We've designed roads, bridges, and drainage management systems, dams, industrial parks and academic facilities and all the utilities they require.We provide surveying and planning services, cost-effective design, bid supervision and construction oversight. Regulatory experts on staff help ensure that permitting is achieved as smoothly and swiftly as possible with federal, state and local authorities

GEOGRAPHIC INFORMATION SYSTEM(GIS)

Tighe & Bond provides GIS services to a wide range of clients including municipalities, water and sewer utilities, state and federal government agencies, and private businesses. Our staff has experience in a wide variety of vendor applications such as ESRI, AutoDesk, Intergraph, and Bentley. We have expertise in performing Needs Assessment studies, customized application development including desktop, server, and web applications, data conversion, and analysis. Tighe & Bond is an ESRI Business Partner that provides a close working relationship with one of the most popular GIS software vendors.

For several clients Tighe & Bond has provided GIS consulting on the development of new base mapping, conversion of existing records, system integration, and customized applications. In addition, we have analyzed the needs of many clients and prepared GIS Needs Assessments and Implementation Plans. In addition, we provide on-going support to GIS Steering Committees in the annual implementation tasks for their GIS.

Tighe & Bond has particular experience in the development of GIS for water and sewer utilities. Our background in the engineering for these utilities combined with our GIS experience provides the expertise needed for a successful implementation. Tighe & Bond also provides hydraulic and water quality modeling services as well as instrumentation and control for remote utility facilities.
