Brownfield:
any property, the expansion, redevelopment, or reuse of which
may be complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant.
Massachusetts Contingency Plan (MCP): the regulations
that govern the identification and remediation of contamination
by oil or hazardous materials at sites in Massachusetts. Data
collected through the site assessment process will be compared
to the MCP requirements.
Massachusetts Department of Environmental Protection (Mass DEP):
is the state agency responsible for ensuring clean air and water,
the safe management of toxics and hazards, the recycling of solid
and hazardous wastes, the timely cleanup of hazardous waste sites
and spills, and the preservation of wetlands and coastal resources.
Licensed Site Professional (LSP):
means a hazardous waste site cleanup professional holding a
valid license issued by the Board of Registration of Hazardous
Waste Site Cleanup Professionals.
Phase I: is the data collection phase including
site reconnaissance, historical information review, and limited
subsurface investigations, including sampling of soils and groundwater.
The Phase I report identifies potential or known contaminants,
and the potential for the migration of contaminants and exposure
to humans, wildlife and the environmental.
Phase II: is the contaminant classification phase
where the nature and extent of contamination is better defined
through additional sampling and analysis and review of environmental
conditions.
Phase III: is the phase involving the development
of remediation alternatives, evaluation of relevant alternatives
and the identification of a preferred remedial action.
Quality Assurance Project Plan (QAPP): is a document
identifying the methods for sampling and laboratory analysis,
which is reviewed and approved by EPA. The purpose of the QAPP
is to ensure adequate procedures to achieve usable and reliable
data.
Site Assessment: determining the potential for
environmental contamination at a site by performing historical
research and a site reconnaissance. Environmental impact can be
confirmed with sampling and laboratory analysis.
Reportable Concentration (RC): means a concentration of oil or hazardous material in soil or groundwater which
requires notification to Mass DEP.
Response Action Outcome (RAO): means the classification applied to a disposal site
at which there is No Significant Risk, as further defined by the MCP.
Response Action Outcome Statement: means an LSP Opinion submitted to Mass DEP in accordance with the MCP.
